Anyone know more details about this system?

This was a system to send messages to another driver (that is signed up on this system) by entering the license plate number.
And you can send a message like: 'Your car block my Driveway', 'your headlights is off', etc.

Does anyone know more info, if it's still open? Who has build that?

    And I couldn't find any info online about it. When did you hear of this?

      I have just heard that it's was this system, but I doesn't know more details why it's not working.
