LG classic developer mode disabled?

I used the #228378 once and it worked kinda messed around a tiny bit but idk what happened the developer options won’t pop up any more with factory reset and everything is kinda old but still when I try to access downloads on it it’ll say can’t allow downloads from unknown sources and also I can’t even find the “launcher” for these apps

Please go to apps4flip.com/apps and download the App Launcher (first one) on a computer, and transfer it to your phone, or on another device, and bluetooth it. When you install it (it'll work) press open, and automatically the launcher will always appear in notifications.
