I know how to disable permanent notifications on phones (ex. the weather "widget" ), but the problem with specifically the voice access and mouse apps, is that they don't display their own permanent notification through their own package (because it isn't them, it's the system notifying you that someone is using special privelages), rather it's through the "system notifications". So I can tell you how to disable those, but then notifications like charging, usb debugging, file transfer, low battery, possibly bluetooth files, and other system notifications will also be disabled.
