three is an app what you need to give it permission and it's giving permission for all other apps itself I will upload the app hare and a bat file for the command

    adb shell pm grant com.android.cts.accessibility android.permission.WRITE_SECURE_SETTINGS

    for web adb
    pm grant com.android.cts.accessibility android.permission.WRITE_SECURE_SETTINGS
