From my experience the easiest way to enable notification permissions in to enable it from a smartphone if you have one, then run settings get secure enabled_notification_listeners on the smartphone and copy the output and on the dumbphone run settings put secure enabled_notification_listeners the_output_you_copied_from_the_smartphone
if it still doesnt work, run adb shell cmd notification allow_listener the_listener_you_copied_from_the_smartphone
